You are mistaken. You may be confusing the term gender-affirming surgery with genital surgery. A quite small number of transgender youth aged 16 and 17 have received so-called top surgery in the last few years. Top surgery means mastectomy, breast removal. You can agree or disagree that that's appropriate, but it is not genital surgery, which does not happen for minors.
