Yes, I don't really get why anyone thinks men would need to disguise themselves as women in order to assault women. Men do that all the time, anyway, with no need to resort to disguise.
It's funny, btw, how dialect differences can be subtle but important. I don't have the least difficulty understanding the phrase "public toilets," and I see it in written English all the time. But in my dialect of American English and I think generally in American English, the word "toilet" refers to the device one eliminates into, not to the room the device is found in.
This distinction can lead to amusing misunderstanding.
