Yeah, it's certainly insensitive, although I wouldn't call it entirely disgusting. He did, after all, appoint a specially trained detective to investigate it as a hate crime. I just thought it was really weird, and so did the boy's mother, that he added that he was doing so "out of an abundance of caution."
Charitably, perhaps he misspoke, not understanding how that phrase is normally used.
Though, I'm a little skeptical.
