Wow! Can't wear a ski mask if it's cold? (And Philadelphia gets very very cold.) Can't wear a ski mask because you might commit a crime? Can't wear a ski mask because police need to be able to identify you? (What good are all those police cameras filling public spaces if people cover their faces?)
