Well, then perhaps you should make clear that your objection has nothing to do with Pete Buttigieg and everything to do with you disagreeing about how the federal government is run and has pretty much always been run.

But really, even if you accomplish the change in making cabinet secretaries technical experts, some official or unofficial system would still have to operate on the political level to ensure the president's executive authority is exercised at the department level.

That function might, for example, be moved to the office of the president's chief of staff, which would have to be greatly expanded, but then ...

The technical experts in the department would be reporting to the president through the office of chief of staff.

I don't see how that would have a big effect. Right now, the technical experts report to the secretary who reports to the president. That's one layer between the technical experts and the president.

If the secretary was actually the technical expert and reported to the chief of staff, that's still one layer.

I don't see how that effectively changes anything.
