Well, I suppose some would quibble that camp, at least high camp, actually is art. Prism & Pen's Fred Shirley would probably start quoting Susan Sontag at this point in protest. ;-) But I take your point, that drag is a parody of entertainment art meant itself to entertain.

Parody seems to be an essential element of camp and of drag, but does a parody of art qualify as art? Sontag gave an emphatic yes to that question, but I know others disagree.
