We still are in some societies sometimes. Selena has already mentioned Berlin nudity culture, which is limited to appropriate times and places, but which is far from rare. Other cultures are even more liberal about appropriate nudity — from Scandinavia to the South Pacific.
And my experience, British and American cultures are particularly bad about stigmatizing women who don't cover up "right," though we Americans sure are conflicted and hypocritical about it.
The point you raise about the difference between men and women is so important, and so grounded in religious culture. Our religions have done so much to subordinate and stigmatize women – that's the tradition, often accepted uncritically.
