Very much like people. Running down a hill is likely to make you lose your balance and fall. I used to do hill work a lot when I was training for marathons, and the effort expended running downhill was usually to slow down and not trip over my own feet. I could occasionally build some speed, but only very carefully and certainly not at a full run. Horses I have ridden have shown pretty much the same care going down even moderately steep hills.
