This theater is part of a chain, and I don't actually doubt that the manager has been counseled. This isn't the kind of publicity any business wants. On the subject of education, however, I'm just wondering how effective it could be in this case. I mean, certainly, the manager could be made to understand that bad publicity for the business will not be tolerated. But given how badly she's willing to treat a 15-year-old disabled person, I wonder, is actual education is a real possibility?

She's 59 years old, a detail I left out of the story, but I imagine she's already pretty thoroughly set in terms of how she treats people.
