This is just like voting goes in many Christian churches. One vote per family on church policy, oversight, etc. So, your guy isn't exactly pulling the idea out of thin air — it's a long established sexist practice in his circles.
Sexist? Sure. When each family gets one vote, guess who exercises the vote? If your guess includes any woman ever, then it's back to the drawing board.
One vote per family means only the male "head of family" votes.
