I mean, Cass doesn't use those words, but without that presumption, her review as a whole barely makes coherent sense.
That is the kind of baked-in transphobia that's very hard to counter, especially in a incendiary environment stoked by TERFs and gender criticals who are proud of their transphobia.
Cass herself might be less obviously transphobic, but her report is red meat for people who agree with her underlying transphobic premise.
