The people must vulnerable to investigation are the people least able to relocate. This is something we must keep in mind. Relatively well off white people in big cities are the folks least likely to be put in harm’s way here. Rural areas where people are much less likely to be well off, and that are run by more conservative leaders, is where most suffering is going to take place. I don’t think it’s appropriate to put the onus on the people in the crosshairs of persecution.
