Well, yes, but that's not really the argument. What Evangelical Christians learn in church (at least in my experience) is that the Catholic Church attempted to keep the Bible from people by refusing to allow it to be translated into vernacular languages.
There is a certain amount of truth to that. The Church did from time to time persecute translators like Wycliffe, etc.
When I was an Evangelical Christian, I learned that the Catholic Church attempted to keep the Bible out of the hands of lay people by trying to stop translation. I never learned that the Church did so by chaining the Bible up. Reading your article is actually the first time I've even heard that claim.
