The architects of Project 2025 were crystal clear in their rhetoric. They consider HIV to be a problem principally of morality and sexual promiscuity. They wish to reduce government funding for something they don't consider proper government expenditure. And they wish to allow Christian business owners to provide health insurance that does not cover HIV testing and treatment.
