That's the million-dollar question! In some cases, and probably in this one, elected school board members have bought into the idea that they're being neutral. They believe avoiding controversy is more important than supporting diversity and equality.

This is a big right-wing talking point right now, and it sounds halfway-okay on its face. But when you start examining cases like this, you see the flaw. As Elie Wiesel observed, neutrality aids the oppressor, not the oppressed.
