Thank you for this important article. I doubt the DOJ would have followed through with the lawsuit if Uber were really being as cooperative as they claimed. If Uber had replied to the DOJ that they had simply not realized their wait time policy was adversely affecting people with disabilities, and if they had then taken steps to eliminate fines for disabled people, no lawsuit would be necessary.

So it sounds like Uber is lying about something. Clearly, the federal government would not suing if there were not something to sue over.
