Something like sarcasm, more like rhetorical understatement for effect. I think racism played a major role here, but nothing overtly racist appears in the videos. The cop doesn't call anyone the n-word or anything like that. But I think I racist motivation is (at the very least) a strong probability given everything that's happening in the incident.
