This argument should resonate in societies that at least theoretically value personal autonomy and liberty. But at least here in the "Land of the Free," liberty is often valued more in the breach than in practice. Here in the U.S., the struggle between oppressive social control and personal autonomy is like a war, and a very hot one right now.
I agree very much with your points, and I'd argue that communication tactics stressing personal liberty could be very effective — because they appeal to values that most Americans at least think they believe in.
