Perhaps we should as a society face up to the fact that our carceral system is overloaded? We put orders of magnitude more people in jail and prison than any other developed nation in the world.
Is it any wonder we find that we can't effectively watch the watchers? In a more sane system, jails and prisons would be far less crowded, corrections officers could be paid more and work more humane hours, and a smaller system would be much easier to monitor efficiently for safety.
