Paul said some things that modern Christians interpret as complementarian. But the doctrine itself did not develop until at least a millennium after he wrote his letters. During his lifetime, the people who later became known as Christians were less sexist than most of society, not more sexist. It's all relative, of course, but sometimes Paul gets a little more blame than I think he really deserves, based on how modern Christians interpret his words.
