Partly, I guess, but not entirely. When LGBTQ activists protested FIFA holding the last World Cup in Russia, FIFA responded by saying they had negotiated with Russian authorities to ensure the safety and freedom of players and any LGBTQ family and fans. Activists boycotted anyway (including boycotting sponsors like Budweiser), observing that any nation that criminalizes queer people and imprisons them routinely like Russia does must be acknowledged as a major human rights abuser that free democratic societies must not reward with lucrative international events.
And, btw, the negotiations ended up being in bad faith anyway. Russia jailed activist Peter Tatchell and others for flying Pride flags during the games.
