Not to mention journalists harassed for rainbow iconography on their clothing, having their phones confiscated for it, and being denied entry to the stadium at least temporarily. (In one case, it turned out that the rainbow symbol was from a regional Brazilian flag and not connected to the LGBTQ rainbow.)

FIFA is behaving as badly or worse than Qatar officials, threatening yellow cards if players display rainbow iconography. Qatar and FIFA are working together to effectively broadcast the message that LGBTQ people are (depending on where you live) too shameful and wrong to acknowledge in public.

The only consolation I take is that what was supposed to be a public relations coup for the Qatar regime is turning into something like the opposite. People everywhere are learning to view the men (and it's only men) who lead Qatar with disgust and revulsion.
