No, the founders designed a much less directly democratic system, actually, in which landed aristocrats (not titled ones, but in effect) exercised most political power. For much of our very early history, the franchise was strictly limited.
But then, the founders had a little to nothing to say about local politics. New England already had Town Hall traditions in some places for direct popular government, while other states disdained that practice.
At least federal judges who decide Constitutional matters that most directly impact personal liberty are not elected, although that has not saved us from politicization of the bench.
