No amount of stop and frisk or plain clothes police activity would have stopped this guy - except by incredibly random chance. If we really want to make subways and buses safe from shooting violence, we've got a couple choices. We can drastically reduce the number of guns available to random shooters, or we can search every person as they enter the turnstiles, like we do at airports.

Just putting more cops on the street won't do anything except increase harassment and brutality toward Black people.
