Kind of sort of but not really. The Vatican recently announced that trans people may participate in sacraments like baptism if doing this so does not cause "scandal" in the faithful. But the Vatican did not instruct bishops to offer those sacraments.

Where I live in Michigan, the two largest dioceses prohibit all sacraments to all transgender Catholics living their gender and to all gay people who are married to a person of the same sex or who do not abstain from having sex.

I don't see that changing anytime soon, despite the Vatican announcing that bishops can make the change if they want to.
