I've seen parents in the district suggesting two possibilities for the bizarre skirt and dress ban. They suggest that controversy has from time to time erupted over trans girls or boys wearing skirts. Given recent federal court decisions, the district would be forbidden from interfering with that. So maybe they're trying an end run. As in, if we have to let boys wear skirts, then nobody gets to wear skirts.

But I've also seen parents suggest that controversy has erupted over skirt and dress length, with some administrators being over zealous with rulers and knees. So rather than deal with all that fuss, they just say no skirts.

I don't know if either explanation is likely to be true or if both are. But telling girls not to wear skirts is bizarre.

The hoodie thing is more obvious. That's just racism, served cold.
