It's probably worth pointing out that some human cultures exist in which women's breasts are not seen as highly sexual and in which covering the breasts is not a custom.

I'm certainly not an anthropologist, and I don't have much data to go on, but I have heard people who say they know what they're talking about claim that such cultures feature less violence toward women.
