It's late for me, and I don't have a lot of energy to get into the issue right now, but I am tentatively going to be publishing an article in the mid-term future about how HIV education advertising and other outreach have already been severely restricted in several conservative states - ironically (or not), in regions hardest hit by HIV infection-rate persistence.
