It's ironic that they want the money in this case, but they don't want to follow the rules the agency has set as qualifications for receiving the money. I don't know what the odds of the lawsuit succeeding are, but if the federal government loses some of its ability to set requirements for receiving federal funds, that will be more than just a little bit worrying.
