It’s a concept from Cognitive Behavioral Therapy. The idea is that many of our behaviors are influenced more than we know by our plastic neurology. One goal of CBT-based therapy, then, is to learn how to rewire neural circuitry by not indulging behaviors that are toxic for us, and then rewiring new networks that promote desired behaviors.
