It really does speak to a larger (racist) problem, but it also speaks to a need for better regulation of telemarketing and better efforts to COUNTER bad speech. In my own Twitter networks, for example, some clueless progressive people had fallen afoul of fear mongering. Clever Republicans, or racists, or whoever the hell they were, were sponsoring ads describing the evils of restoring voting rights to (white!) serial killers.
And people were falling for it.
