Interestingly, according to GLSEN, schools that establish active GSA (Gender and Sexual Alliance) clubs for LGBTQ and allied students usually report a significant decrease in bullying in the student body, including a decrease in bullying of students who are not LGBTQ.

Something about setting up clubs like that seems to foster or teach empathy in a way that decreases bullying across the board.

Perhaps anti-bullying programs could dive in and work to discover what those clubs are doing that is working so effectively.
