In Michigan, actually, female genital mutilation is practiced fairly commonly in (at least) the Detroit area. In 2021, a physician who had recently mutilated at least 9 girls had her legal prosecution dismissed. A judge ruled that federal law banning female genital mutilation is unconstitutional. She (the physician) returned to practicing medicine and, presumably, to mutilating the genitals of little girls.
