In addition to selection and training of candidates, I think we face a big problem with engrained police culture. From what I understand of the system, even thoroughly idealistic young police officers can turn into morally calloused cops in the face of pervasive norms that dehumanize people in the community.

I don’t have to slightest idea what to do about that.
