I'm trying to imagine a culture in which a monster like Cosgrove would be welcome. I've heard that in certain cop circles, the man is a hero. I guess it's true.

This is one more object lesson in the brutality and horror of U.S. cop culture. Cops in this country ARE monsters, and they go out of their way to affirm and support monstrous behavior.
