I'm personally aware of one incident last week. ICE showed up with an administrative warrant at a homeless shelter. A shelter manager noticed the warrant was signed by an ICE official rather than a judge. The manager denied the agents permission to enter the facility without a judicial warrant. They left. And they haven't come back. Probable cause ain't all that easy sometimes. It's quite possible a judge refused to sign a warrant based on the lack of sufficient probable cause. So, your advice here really matters!
