I would suggest that nothing about Trump's Republican Party has anything to do with responsible governance. Party leaders wanted this reform passed until Trump said no. Then they bowed down and for the most part made obsequious noises.

Really, there's hardly any Republican Party left. Right now, it's all Trump all the time. No matter that most of his values aren't actually Republican.
