I think of no case in point today that speaks more powerfully to your words than the Detroit public school system, which is so woefully underfunded that teacher friends of mine there have to buy books for children out of their own money, because their classrooms are bare and they literally have no supplies.

Often, teachers and children have to wear heavy winter coats in class because the heating doesn’t work.

Detroit proper approaches being 100% black in population. Cross Eight Mile road into one of the mostly white suburbs, and the schools are luxuriously funded and appointed.

Nothing explains the stark difference other than systemic, institutionally enforced racism.

Michigan politicians know that because of how schools are funded in the state, Detroit schools are not on budget par with suburban schools.

They refuse to do anything about the problem.

Flint is just as bad, by the way. Oh, except the education-deprived children in Flint are also lead poisoned. So, there’s that.
