I think it's possible you would feel more pressure to shave if you lived in the U.S. Having lived in the States and Europe both, it's my impression that women feel much more shamed over body hair in the United States than in some other places.
I just posted a comment of my own about a young French friend of mine who, while working in Detroit not long ago, rarely shaved. A mixed European and American cohort I hung with then had decidedly different reactions. French, Belgian, and Swiss women who were part of our group found her not shaving to be unremarkable. American women seemed rather shocked by it. I would not say they were exactly judgmental, but I would say my French friend likely experienced their reactions as pressure to shave.
