I love that Hugh and you both had a good experience! It certainly is heartwarming to hear how your neighbors responded to him.

You know, I read a news article the other day about a couple communities in my state that have past ordinances banning trick-or-treating at certain ages. One of them specified no trick-or-treating for anyone over 12, and the other for anyone over 13.

I shook my head sadly over the idea that anyone decided they had to make that a law. I went out trick or treating when I was 13 if I'm remembering correctly. And deciding the next year (for myself) that I was too old to go trick or treating was part of growing up, sort of an adolescent ritual shared with diverse timing among all my peers. My younger brother stopped when he was a year or so older than I was.

It makes me sad that some communities think they have to tightly regulate aged for trick or treating. And I wasn't even thinking about people like Hugh as I reacted to that article.
