I live in Michigan, where voters are very polarized. Supporting Trump or not supporting Trump is practically a religious question. You either do or you don’t.

And those who do voted in 2016. I just don’t see him finding more voters. I think you’re right, the potential voters who didn’t vote for him in 2016 are apolitical.
