I can't read the article because it's behind a paywall. But gender-affirming genital surgery does not happen in the U.S. for anyone under 18, and usually not until people are much older than 18. By the way, be aware the Epoch Times is not considered a realiable source of information. They are the mouthpiece, rather, of an odd Chinese religious cult that has embraced Trumpism and far-right extremist politics in the U.S.
