How do I account for more recently built structures having the same amount of stalls in women's rooms as men's rooms?

Thoughtlessness.

Women's rooms clearly need more stalls because women don't use urinals. If designers took women's needs seriously, they would design larger women's rooms.

That's not terribly difficult to understand.
