Exactly, she retired from the sheriff's department as a deputy after a long career. Now she's running for the elected position of sheriff, to lead the department. This is usually how it works in the United States. Counties elect a sheriff to run the sheriff's office or sheriff's department. Candidates for sheriff are often, but not always, current or former law enforcement officers. It's not unusual for a deputy or retired deputy in a county to run for sheriff, though it's not required for a sheriff to be a law enforcement officer, and sometimes they are not at the time they run.
