Even if, hypothetically speaking, she isn't personally a racist, she refused to state the true cause of the Civil War because she wants to remain in the good graces of Republican voters who certainly are racist.

So, is there an effective difference? Racist is as racist does. And her performance at that election event was racist as hell.

The answer to the question is so simple: The Confederate states rebelled against the United States and went to war because they were afraid they would be stopped from enslaving Black people.
