I guess in a way it's similar to New York State? There's an urban center filled with people who tend to be more progressive, and then there are more rural communities that are quite conservative.
My ex was born and raised in a small agricultural town well outside of Sydney, and even though his parents were university professors, they're just conservative as hell. They freaked out when he came out as gay. They actually threatened to donate the remainder of his educational fund to an organization that could direct it to a "straight, non-Aboriginal, non-Asian student in need." Apparently, their values were in line with most of their friends and neighbors. At least that's what they said. We're unaware if they were able to find a charity willing to accept money on those terms.
So, it's very encouraging indeed that NSW is taking this progressive step. Especially with how badly things are regressing in other places.
