Many Mormons say that the policy resulted in families being ripped apart. I personally heard from people who experienced that. To understand why, it's important to know how insular LDS communities are. And how they enforce discipline against members whose beliefs don't match up to what they're supposed to.
The infamous so-called November policy branded gay Mormons as apostates, forbade full inclusion in the church, and even refused religious inclusion to the children of gay parents unless they moved out from under their roof.
So Andrew would have felt intense pressure to stop being gay, lest he be cast out of his community. His fear would have been quite realistic.
The LDS church treats gay people like absolute shit.
