And counterintuitively, the Don't Ask Don't Tell military policy made life in the military much more difficult for LGBTQ people. What had been proposed as a compromise to allowing gay people to serve openly became a tool to purge gay people. A rather stark lesson in unintended consequences! (One of the problems with Don't Ask Don't Tell is that it –probably inadvertently– substantially lowered the threshold of evidence needed to discharge people for being queer.)

Anyway, yes, the presumption that being LGBTQ is unfit for public discussion is de facto oppression and must lead to unjust discrimination. There's just no getting around it.
