Actually, Paul wasn't writing. Historical critical scholars outside the fundamentalist Christian world are practically unanimous in that whoever wrote the book of 1st Timothy was only pretending to be Paul, responding to theology in Paul's uncontested letters because he disagreed with that theology.
The evidence is overwhelming. Much of the content of 1st (and 2nd) Timothy is anachronistic, that is, it refers to events and issues that had not yet happened during Paul's lifetime.
Vocabulary analysis is also decisive evidence. Whoever wrote the letters to Timothy did not use Paul's typical vocabulary. They also did a very poor job imitating his Greek construction, according to textual experts.
Whoever wrote the letters was trying to trade on Paul's popularity, and also to dispute Paul. The letters are obvious forgeries.
Most mainline Protestant Christian ministers learn this in seminary, but few are willing to tell their congregations when they know.
This is something Christian ministers should be more forthcoming about, especially when passages from these forged letters are used to oppress women.
